Louis Baxter, SR., M.D., DFASAM, DABAM is the President and CEO of the Professional Assistance Program of New Jersey, Inc., a nonprofit 501c3 that manages impaired healthcare professionals. He is an Assistant Professor at Howard University in the Department of Community & Family Medicine. He serves as Co-Founder and Program Director of the Addiction Medicine Fellowship Program, Howard University Medical School. He also serves as Assistant Clinical Professor of Medicine, Rutgers Medical School of New Jersey. Dr. Baxter completed his undergraduate degrees in Biology (Premed) and American Civilization at the University of Pennsylvania. He earned his Medical Doctorate at Temple University School of Medicine. Dr. Baxter completed his Internship and residency training in Internal Medicine at UMDNJ Cooper Hospital University Medical Center. He sub-specialized in Addiction Medicine through training at Portsmouth Psychiatric Hospital.
Dr. Baxter is Past President of the American Society of Addiction Medicine. He has also served as a Director of the National Association of Drug Court Professionals. He is a Director-At-Large of the American Board of Addiction Medicine. He has served on a number of National Advisory Councils and Committees which include, SAMSHA, CSAT, NIDA, and the FDA. He is a current member of the Advisory Council of the National Institute on Alcohol Abuse and Alcoholism. He is a member of many other medical organizations, including the American Medical Association, American College of Legal Medicine, and the American Board of Addiction Medicine. He is also a consultant to the NFL, NBA, and U.S. Olympic Anti-doping Committee. He has many publications, articles, and textbook contributions. He is certified in Addiction Medicine by the American Society of Addiction Medicine (ASAM) and the American Board of Addiction Medicine (ABAM). Dr. Baxter has been a White House Consultant to the ONDCP beginning with the Clinton Administration to the Obama Administration.
