
Luiza Barnat, MS, MBA, LMFT, Director of Opioid Services, Connecticut Department of Mental Health & Addiction Services (DMHAS)
Luiza Barnat leads Connecticut’s statewide opioid services and deflection initiatives, overseeing grant programs, strategy, and interagency collaboration. A licensed Marriage and Family Therapist with over 19 years’ experience, she holds an MS in Family Therapy and an MBA in Healthcare Administration. She is currently a doctoral student in a Public Health program. At DMHAS, she manages the Opioid Services Division, oversees the State Opioid Response (SOR) grant portfolio, and provides administrative oversight and support to the Opioid Settlement Advisory Committee. Her leadership has been central to expanding the CLEAR program and embedding data-driven accountability in state partnerships.
