Annette Kahrs is the retired founder and Executive Director of Tri-County Community
Partnership, Inc., a non-profit, located in the Hudson Valley region of New York.
The Partnership operates several programs including a youth drug prevention
program, family support program, and a pre-arrest diversion program. Annette is
a New York State Certified Addiction Recovery Coach (CARC) and she initiated
“Hope Not Handcuffs- New York,” a nationally recognized Deflection and Pre-
arrest Diversion program now operating in partnership with over 60 law
enforcement agencies in six-counties, as well as two District Attorneys’ offices to
assist individuals who are seeking help for substance abuse.
Annette is a 2021 recipient of the New York State Senate Commendation Medal
for her leadership in addressing the opioid epidemic. Her work was recognized by
the prestigious Rockefeller Institute of Government as an “innovative” program.
Annette continues to conduct trainings on diversion and deflection pathways to
law enforcement agencies, as well as police academy classes.
